对辽西北地区承接京津冀产业转移的财政支持政策研究

Study on the Financial Support Policy of Undertaking Industrial Transfer from Beijing,Tianjin and Hebei in Northwest Liaoning Province

辽西北地区指辽宁的朝阳、阜新和铁岭三个城市,这三个城市在经济总量、社会消费品总额、城乡居民人均可支配收入等方面明显低于辽宁其它地区。京津冀是我国工业经济的核心地区,由于地缘优势,辽西北在承接京津冀地区产业转移方面具有先天的优势条件。承接京津冀产业转移需要良好的财政支持条件,具体包括加大对基础设施建设投入、扶持重点产业园区及龙头企业、设立兼并收购专项资金、对企业研究开发活动减免税费及加大对农产品的销路拓展等。

Northwest Liaoning refers to the three cities of Chaoyang,Fuxin and Tieling in Liaoning Province. These three citie s are significantly lower than other areas in terms of total economic output,total socialconsumption and per capita disposable income of urban and rural residents. Beijing,Tianjin and Hebei are the core areas of China’s industrial economy. From the perspective of industrial development law and comparative advantages,industrial transfer in Beijing,Tianjin and Hebei is an inevitable trend. Due to its geographic advantages,Northwest Liaoning has innate advantages in undertaking industrial transfer in Beijing,Tianjin and Hebei. To undertake industrial transfer in Beijing, Tianjin and Hebei,good financial support conditions are needed,including increasing investment in infrastructure construction,supporting key industrial parks and leading enterprises,setting up special funds for mergers and acquisitions,reducing and exempting taxes and fees for enterprise research and development activities,and expanding the marketing of agricultural products.
