Chinese Government Connecting to Internet for 20 Years:Development Processes,Achievements and Reflections

自1999年政府上网以来,中共中央、国务院及各部委(办、局)相继颁布了170余项相关政策文件,引导各级政府部门和全社会利用互联网,历经了初步摸索的“+互联网”、积极探索的互联网化、追求普惠的“互联网+”阶段,在推行电子政务方面取得了辉煌成就。电子政务深刻影响着各行各业对互联网的认知和应用,政府自身也在经历从技术创新、模式创新向生态创新的转化。反思其间电子政务建设的成功经验和失误教训,思想认识、资源整合、总体安全、合作治理和自我革命等影响电子政务可持续发展的关键性问题亟待解决。

Since the Chinese government connecting to Internet in 1999,the Central Committee of the Communist Party ,the State Council,and the Ministries and Commissions ( offices and bureaus) have issued more than 170 relevant policy documents. These policies guided government departments at all levels and whole society through “+Internet”stage of preliminary exploratory,internetization stage of positive exploration and“Internet +”of pursuing general benefit,and have achieved brilliant achievements in“implementing electronic administration”. These have exercised aprofound impact on the Internet cognition and application of all walks of life. The government itself is also experiencing the changes from technology innovation,model innovation to ecological innovation. Reflecting on the successful experience and lessons from failure electronic administration construction,some key issues affecting the sustainable development of electronic administration, including ideological understanding,resource integration,overall security,cooperative governance and selfrevolution, needed to be solved urgently.
