基于利益相关方视角的社会资本如何参与并提供公共服务的研究——以韩国仁川国际机场为例

Research on How Social Capital Participates and Provides Public Services Based on Stakeholder Perspective:Taking Incheon International Airport in Korea as an Example

PPP(Public-Private-Patnership)模式是自我国政府实施市场化改革以来进行的一项重大制度创新,在以往,我国的公共服务均是由政府策划并提供,而现如今社会资本方的作用已经受到越来越多的重视,相比政府方,社会资本方已经凸显出越来越多的得天独厚的优势。本文将着眼于近年来我国PPP模式的发展情况,基于利益相关方视角,并结合韩国仁川国际机场这一在后期引入社会资本方的实际案例,探索社会资本方将如何才能更好的和政府方合作提供公共服务。

The PPP(Public-Private-Patnership) model is a major institutional innovation since the implementation of market-oriented reforms by the Chinese government. In the past, public services in China were planned and provided by the government, and nowadays the role of the social capital side has been paid more and more attention. Compared with the government, the social capital side has already highlighted more and more unique advantages. This article focuses on the development of China’s PPP model in recent years, based on the perspective of stakeholders and combined with the actual case of the introduction of social capital in South Korea Incheon International Airport, explores how social capital better cooperate with the government and provide public services.
