试论法国情报政治化问题

On French Intelligence Politicization

[目的/意义]情报政治化对情报工作具有重大的负面影响。法国的情报政治化问题在西方国家中颇具代表性,研究法国情报政治化问题,能够探明情报政治化产生的原因,对改进我国情报工作,克服情报政治化现象,也具有启示作用。[方法/过程]归纳法国情报政治化的主要表现及负面影响,探究导致法国情报政治化的内在原因,并对法国克服情报政治化的举措进行评价。[结果/结论]法国独特的政治文化环境所导致的政局动荡、党派斗争,以及由此发展出的情报与决策关系和情报文化,是导致法国情报政治化问题的根本原因。法国克服情报政治化的举措并未解决这些问题。因此,法国的情报政治化问题仍将长期存在。

[Purpose/Significance]The intelligence politicization has significant negative impacts on intelligence.The French intelligence politicization is typical in western countries.By studying French intelligence politicization,we can find out the reasons for intelligence politicization.It is also enlightening to overcome intelligence politicization and improve our intelligence.[Method/Process]This paper summarizes the manifestations and negative impacts of French intelligence politicization,explores the inherent reasons leading to French intelligence politicization,and evaluates the measures taken by France to overcome the intelligence politicization.[Result/Conclusion]The political unrest and party conflicts caused by the unique political and cultural environment of France,as well as the relationship between intelligence and decision and intelligence culture developed from this,are the fundamental reasons for French intelligence politicization.The measures taken by France to overcome the intelligence politicization did not solve these problems.Therefore,French intelligence politicization will remain a perennial problem.
