摘要
[目的/意义]基于国家安全认知角度审视日本当下开展的导弹防御侦察情报体系转型进程,发掘体系转型用以维护国家安全的逻辑机理和深层动因,探究体系转型期间对于周边地区和日本自身安全环境的深度影响。[方法/过程]通过国际关系与战略理论视角,理清日本导弹防御侦察情报体系转型发展的关键表现;发掘日本出于支撑导弹防御计划、抵消新兴军事威胁和筹划对外实力拓展三个层次因素,生成了体系转型的重要动机;分析了体系转型实践在迎合日本安全目标导向的同时,也在影响日本内外安全环境呈现新的演化趋势。[结果/结论]日本导弹防御侦察情报体系的转型实质,是根植于日本国家安全认知与威胁判定基础之上,开展战略筹划和利益估算的现实反映。体系转型过程中的复杂化、功利性与自利化特质又带给周边地区和日本自身更为消极的安全影响。
[Purpose/Significance]Based on the perspective of national security cognition,this paper examines the transformation process of Japan's current missile defense reconnaissance intelligence system,explores the logical mechanism and deep motivation of system transformation to maintain national security,and explores the deep impact on the surrounding areas and Japan's own security environment during the transition period.[Method/Process]Through the perspective of international relations and strategic theory,the authors clarify the key performance of the transformation and development of Japan's missile defense reconnaissance intelligence system,explore the three layers of factors that support Japan's missile defense plan,offset emerging military threats,and plan for external strength expansion.The important motives are analyzed.While the system transformation practice is in line with Japan's security goal orientation,it also affects the new and evolutionary trend of the security environment inside and outside Japan.[Result/Conclusion]The transformational essence of the Japanese missile defense reconnaissance intelligence system is based on the judgment of Japan's national security cognition and threats,and carries out a realistic reflection of strategic planning and interest estimation.The complexity,utilitarianism and self-interested nature of the system transformation process bring more negative security impacts to surrounding areas and Japan itself.
