情报与智库双重视角的美国中国经济与安全评估委员会解析

Analysis on the U.S.-China Economic and Security Review Commission from Perspectives of Both Intelligence Studies and Think Tank

[目的/意义]将美国中国经济与安全评估委员会作为国外典型决策咨询机构范例,从情报和智库两个视角对其进行剖析,发现智库与情报的相互关系,为中国科技情报信息机构开展智库建设提供参考。[方法/过程]通过文献资料研究方法,介绍了美国中国经济与安全评估委员会的成立背景与职责定位、主要活动、工作成果呈现等基本情况,对其年度报告和对中国高技术发展的关注研究进行了分析,从智库和情报两个视角对其发挥的作用及其背后原因进行了解析。[结果/结论]智库与情报工作密不可分,互为表里、互相依托、互动耦合;对科技智库而言,从经济、安全、大国博弈的战略视野开展科技战略问题研究,可能产生更高质量的智库服务产品;高水平的竞争情报工作一定会起到事实上的智库作用,竞争情报上升到智库才能产生最大价值。

[Purpose/Significance]Taking the U.S.-China Economic and Security Review Commission(USCC)as a typical decision-making advisory body example,this paper analyzes USCC from perspectives of both intelligence studies and think tank,studies on the relationship between intelligence studies and think tank,then provides reference for both intelligence studies and think tank fields.[Method/Process]Using method of literature research mostly,essential information of USCC is introduced,the annual reports and research on high technology are analyzed in the view of intelligence studies,then USCC is analyzed from perspectives of both intelligence studies and think tank.[Result/Conclusion]Intelligence studies is indispensable for any think tank,the intelligence studies and think tank are mutual support to each other;for S&T think tank,studies on broad field of vision is better than only focusing on S&T fields;for a S&T information research institute,it will play a role of actual think tank when its intelligence studies work in a high level.
