Intelligence-Led National Mineral Resource Safety & Security Management in the Big Data Environment: Paradigm and Platform

[目的/意义]在信息时代,尤其是Intelligence时代与大数据时代,运用情报和大数据变革和创新国家矿产资源安全管理工作是大势所趋。因此,开展大数据环境下情报主导的国家矿产资源安全管理研究,具有十分重要的理论与现实意义。[方法/过程]从理论层面出发,首先,界定矿产资源安全、矿产资源安全大数据与矿产资源安全情报三个基本概念。其次,建立大数据环境下情报主导的矿产资源安全管理范式。最后,构建国家矿产安全资源大数据云平台的理论框架。[结果/结论]大数据环境下情报主导的国家矿产资源安全管理主要包括“数据驱动”与“情报主导”两部分(前者是基础,后者是手段和工具),它的关键基础是矿产资源安全大数据云平台。

[Purpose/Significance]In the information ages,especially in the ages of intelligence and big data,it is a general trend to use intelligence and big data to reform and innovate the national mineral resource safety&security management(MRSM).Therefore,a study on the intelligence-led national MRSM in the big data environment is of great theoretical and practical importance.[Method/Process]From a theoretical perspective,first,this paper defines three basic concepts,namely mineral resource safety&security,mineral resource safety&security big data(MRSBD),and mineral resource safety&security intelligence(MRSI).Then,the paper proposes the intelligence-led MRSM paradigm in the big data environment.Finally,the paper constructs a theoretical framework for the national MRSBD cloud platform.[Result/Conclusion]The results show that,the intelligence-led MRSM paradigm in the big data environment includes two parts of"data-driven"and"intelligence-led",the former is the foundation,and the latter is the means and tools.Moreover,its key foundation is the MRSBD cloud platform.
