我国PPP政策与文献互动演化规律的计量分析

A Quantitative Analysis of Interactive Evolution between the PPP Policies and Literature in China

[目的/意义]通过构建政策与文献互动的普适性计量研究框架,分析我国政界和学界在PPP演化中所发挥的作用,为促进PPP发展指明方向,并为其它领域政策与文献的规律分析提供借鉴。[方法/过程]将PPP政策与文献的发展划分为探索、加速和优化阶段,运用共词分析和社会网络分析法,研究PPP政策与文献的主题变化特征。[结果/结论]探索期,PPP政策的主题倾向于监管与尝试,而文献研究注重对概念、可行性及效率的探讨,该阶段表现为文献对政策的引导;加速期,PPP政策的主题侧重于实施及推广,而文献研究集中于对效益与制度的评价,该阶段体现为政策对文献的引致;优化期,PPP政策关注于规范化机制的建立,而文献聚焦于风险防控体系的构建,该阶段政策与文献形成了互动。

[Purpose/Significance]By constructing a general quantitative analysis framework of policies and literature interaction,the paper studied the role of Chinese political and academic circles in the evolution of PPP.This research points out the direction for promoting the development of PPP and provides reference for the law analysis of policies and literature in other fields.[Method/Process]The development of China's PPP policies and literature is divided into three stages of exploration,acceleration and optimization.The co-words analysis and social network analysis are used to study the changing characteristics of China's PPP.[Result/Conclusion]The conclusions can be summarized as follows.Firstly,in the exploration stage,the topics of PPP policies tend to be supervision and attempt,while the literature focuses are the discussion of concept,feasibility and efficiency.This stage is more about the guidance of the literature on the polices.Secondly,in the acceleration stage,the subject of PPP policies focuses on the implementation and promotion,while the literature focuses on the evaluation of benefits and systems.This stage is more reflected in the policies induced by the literature.Thirdly,in the optimization stage,PPP policies focus on the establishment of standardized mechanism,while literature focuses on the construction of risk prevention and control system.It is at this stage that policies and literature interact.
