摘要
为了利用输配电价改革、配电网络、用户负荷特征等信息和数据资源,给用户提供全方位、精细化的供电服务,并针对高耗能企业提出的期望通过选择高一级的电压等级电网供电降低用电成本的升压诉求,本文分析了用户选择高一级的电压等级供电进行技改升压的技术原则和要求以及用电成本要素,提出了新增大用户接入电网电压等级选择经济评价模型和已有大用户技改升压经济评价模型,并对贵州省高耗能企业技改升压典型项目进行了经济评价。在贵州省现有输配电价下,用户年平均用电量大于1. 2亿kW·h,用户供电从35 kV技改升压到110 kV的静态投资回收期少于5年,技改升压项目具有经济效益:用户年平均用电量大于10亿kW·h,用户供电从110 kV技改升压到220 kV的静态投资回收期少于5年,技改升压项目具有经济效益。
In order to make use of information and data resources such as transmission and distribution price reform,distribution network and user load characteristics,and to provide users with comprehensive and refined power supply services,and in view of the demand of high energy-consuming enterprises to reduce the cost of power consumption by choosing high-level voltage-level power grid,this paper analyses the technical principles,requirements and electricity cost elements of selecting high level voltage grade power supply for upgrading voltage. At the same time,the economic evaluation model of large consumer access grid voltage level selection and economic evaluation models for technological upgrading of large users is proposed,and the economic evaluation of high energy consumption Enterprises’ technological upgrading typical projects in Guizhou province is carried out. Under the current transmission and distribution price in Guizhou province,when the annual average electricity consumption of the consumer is more than 120 million kW·h,the static investment recovery period of the consumer power supply from the 35 kV technical transformation to 110 kV is less than 5 years,and the technical upgrading project has economic benefit. When the annual average electricity consumption of the consumer is more than 1 billion k W·h,the static investment recovery period of the consumer power supply from the 110 kV technical transformation to 220 kV is less than 5 years,and the technical upgrading project has economic benefit.
