加强科研机构知识产权管理促进科技成果转化

知识产权、成果转化管理是建设创新型国家的重点。知识产权管理工作是推动科研机构科技创新能力建设的重要组成部分。面对部分科研机构人员知识产权意识淡薄,专利运营率低的现状,科研机构作为创新驱动发展的重要源泉,亟需加强科研机构知识产权管理促进科技成果转化。建议通过科研机构知识产权贯标,建立以知识产权为核心的科技成果转化机制;强化知识产权价值导向,培养高价值专利组合;畅通科技成果转化流程,建立以知识产权为核心的科技成果转化项目管理体系;规范管理、加强风险防控,建立有效的内部控制体系等,不断完善知识产权管理体系,提高科技成果转化成效,推动科技成果转化工作持续健康发展。

Intellectual property rights and achievement transformation management are the key points of building an innovative country. Intellectual property management is an important part of promoting the construction of scientific and technological innovation capacity of scientific research institutions. In the face of the current situation of weak awareness of intellectual property rights and low patent operation rate of some scientific research institutions, as an important source of innovation-driven development, there is an urgent need to strengthen the intellectual property management of scientific research institutions to promote the transformation of scientific and technological achievements. It is suggested that the transformation mechanism of scientific and technological achievements with intellectual property rights as the core should be established through the implementation of intellectual property rights in scientific research institutions;we will smooth flow of scientific and technological achievements transformation process, and establish intellectual property rights as the core of scientific and technological achievements transformation project management system;and we will standardize management, strengthen risk prevention and control, establish an effective internal control system, constantly improve the intellectual property management system, improve the effectiveness of the transformation of scientific and technological achievements, and promote its sustainable and healthy development.
