河南省农民工差异化社会保障模式构建研究

Construction of a Differentiated Social Security Model for Migrant Workers in Henan Province

随着农民工群体的壮大,河南省农民工社会保障问题日益突出.河南省农民工社会保险参保水平不高,社会福利和社会救助普遍缺失的主要原因在于政府社会保险制度和教育培训机制不完善,部分企业主认知上存在误区,农民工自身素质不高,参保意识不强.需要从政府、社会、企业和农民工自身入手,构建符合河南省实际情况的农民工社会保障模式——差异化社会保障模式,完善我省农民工社会保障制度.

As the number of migrant workers grows in Henan Province,the social security problem of migrant workers has become increasingly prominent.The low level of social insurance coverage of migrant workers and the general lack of social welfare and social assistance are mainly the result of the imperfection of governmental social insurance system and education and training mechanism,the misunderstanding of some entrepreneurs,the low quality of migrant workers,and their insufficient awareness of insurance.It is necessary to construct a differentiated social security model for migrant workers,which is in line with the actual situation of Henan Province,taking into consideration of all factors including those of the government,the society,entrepreneurs,and the migrant workers,to improve the social security system for migrant workers.
