国家教育考试试题试卷的著作权问题在学术界一直存有争论。在我国现有法律规定的框架下,对国家教育考试试题试卷著作权的权利归属、权利限制以及如何更好地权衡公共领域的需要与著作权的保护进行探讨,提出保护国家教育考试试题试卷著作权的3点建议。

The copyright of national education examination papers has been controversial in academia. Under the framework of existing laws in our country, this article makes an in-depth discussion on the copyright ownership, limitations and how to better balance the needs of public domains and copyright protection. Three suggestions are made on the copyright protection of national education examination papers.
