Talking About the Thoughts and Measures of Promoting the Implementation of the River Chief System by the Management Unit of Water Conservancy Project

在构建河长制工作机制方面,我们不等不靠、主动作为,给地方党委、政府出好主意、当好参谋,要使河长制长期而有效地发挥作用,必须建立与之相适应的完备的工作制度。主要包括河长制会议制度、信息共享制度、监督检查制度、公众参与制度、验收制度、考核问责和奖励制度等,让河长制的落实建立在符合实际、符合自然科学机理、符合当代经济社会发展的基础之上,用技术文件支撑河长制深入、科学、有效地实施。

In terms of constructing the working mechanism of the river chief system,we take actions actively,provide good ideas to local party committees and governments and give advice.To make the river chief system play an effective role in a long term,we must also establish the corresponding complete work system,which mainly includes the river chief meeting system,information sharing system, supervision and inspection system,public participation system,acceptance system,assessment accountability and reward system,and so on. The implementation of the river chief system must be in line with the reality,the natural science mechanism and the contemporary economic and social development.We must support the implementation of the river chief system with technical documents for its in-depth,scientific and effective implementation.
