新疆现代化水平综合评价与对策研究

Comprehensive Evaluation and Study on Modernization Level in Xinjiang

本文综合考虑经济发展、社会发展、人民生活、基础设施和生态环境等五个方面,构建了现代化水平综合评价指标体系,对新疆2000-2017年现代化水平进行了综合评价,得出新疆综合现代化发展水平总体上呈现不断提高的趋势,经济发展、社会发展、人民生活、基础设施和生态环境是不断发展和进步的。新疆现代化发展中存在的主要问题有现代化在经济社会、人民生活、基础设施及生态环境方面发展不协调、经济发展的推动力不足、教育文化投入力度低和基础设施不够完善等并提出增强现代化发展的协调性、提高科技人才对经济的贡献、加强教育投入,树立文化自信及改善城市面貌和基础设施等措施。

The paper takes five aspects of economic development,social development,people's life,infrastructure and ecological environment as the index to construct a comprehensive evaluation index system of modernization level and ap.plies the system to make a comprehensive evaluation of Xinjiang's modernization level from 2000 to 2017.It is concluded that the overall development level of comprehensive modernization in Xinjiang is constantly improving and the economic development,social development,people's life,infrastructure and ecological environment are constantly developing and making progress.The main problems existing in the modernization development of Xinjiang are that modernization is not coordinated in economic society,people's life,infrastructure and ecological environment;the driving force of economic de.velopment is insufficient;the input in education and culture is low and the infrastructure is incomplete.The paper pro.vides some solutions to the problems.
