基于OBE理念的地方本科院校教学质量保障体系的构建与实践

The Construction and Practice of Teaching Quality Assurance System in Local Undergraduate Universities Based on the Idea of OBE

在中国高等教育体系中,地方本科院校的数量庞大,加强高校内部教学质量保障体系建设,对于突出地方本科院校办学特色、提高人才培养质量具有重要作用。基于OBE理念,借鉴戴明环理论的“计划—实施—检查—处理”方法,提出构建教学质量保障体系的基本原则,在此基础上建立地方本科院校“学校—学院—专业—课程”四层面的教学质量保障体系,使人才培养成为逐层递进的闭环系统,坚持全员、全过程、全方位育人,落实教学质量的责任,形成统筹联动的质量保障长效机制,解决高校现有内部教学质量保障体系存在的质量管理过于集中于学校层面,学院、教师缺乏教学质量保障与监控的主动性,缺乏对学生学习过程的评价和学习成效的分析评价等问题,提高人才培养的质量。

There is a large number of local undergraduate universities in China's higher education system.The strengthening of internal teaching quality assurance system of universities plays an important role in enhancing school-running characteristics of local undergraduate universities and improving the quality of talents cultivation.Based on the idea of Outcome-based Education(OBE)and Deming Cycle's theory of"Plan-Do-Check-Act",this paper discusses the basic principles of constructing the teaching quality assurance system,comes up with four-levels(university-faculty-major-course)implementation approach in local undergraduate universities,to make talents development progressive step by step to a closed-loop system,engages all the teachers and students,covers all processes,educates from all aspects,assigns clearly the roles and responsibilities to ensure teaching quality,so as to establish a long-term mechanism for quality assurance with overall planning and linkage,in order to resolve the problems of the current internal teaching quality assurance system of universities such as emphasizing the quality management too much at the school level,lack of initiative of colleges and teachers for teaching quality assurance and monitoring,lack of evaluation of students'learning process and effectiveness,and so on,and effectively improve the quality of talents cultivation.
