摘要
职工群体性事件应急管理是当前各级工会组织防范劳动关系领域重大风险的关键内容。基于典型职工群体性事件的统计分析,剖析了影响职工群体事件的地方政府、企业和工会组织的关键主体因素,从协同学入手构建了职工群体性事件多主体协同管理机制,提出职工群体性事件的协同管理模型,为提升政府-企业-社会组织的应急管理协同作用提供了理论基础。
Labor group event is the key content for labor union organizations at all levels to prevent major risks in the field of labor relations at present. Based on the statistical analysis of typical labor group events, this paper analyzes the major factors of local government, enterprises and labor union organizations that could affect the labor group events. On the basis of synergetics, the multi-agent coordination management system for labor group events is established and the cooperative management model of labor group events is proposed, which provides a theoretical basis on how to improve the effect of emergency coordination management between the government, enterprise and social organization.
