Application of JSA in Risk Analysis of Oil & Gas and Chemical Terminals Handling

利用JSA法对油气化工码头装卸作业过程中存在的风险进行系统分析,将作业过程划分为船舶进港及靠泊、装卸准备、装卸作业、离泊准备4个步骤,辨识各个作业过程存在的危险和可能造成的后果,并得出不同后果的风险等级,提出有针对性的风险控制措施。根据作者利用JSA法在某码头LPG装卸作业分析的实例,介绍了JSA分析成果在岗位人员培训、船/岸安全检查及风险告知等方面的应用。

The JSA method was used to make a systematic analysis of the risks during the handling operation of oil & gas and chemical terminals.The operation process could be divided into four steps: ship entering port and berthing,handling preparation,handling operation and ship leaving preparation.The hazards and possible consequences of each operation were identified,and the risk levels of different consequences were obtained.And targeted risk control measures were proposed.Based on an example of LPG handling operation in a wharf by using JSA method of the author,the applications of JSA analysis results in staff training,ship & shore safety inspection,and risk notification were introduced.
