我国地方政府失范行为及其矫正策略研究

Research on the Abnormal Behavior and Its Corrective Strategies of Local Governments in China

我国目前正处于转型时期,随着分权化的不断推进,地方政府行为正在发生明显的变化,诸多的失范行为使其偏离了应有的公共性,影响了地方治理的效果。这是政策漏洞、监管失效、公众参与缺乏、问责机制不健全以及官员行政伦理等共同作用的结果。规范地方政府行为,应完善地方政府的治理机制,使其行为回归到公共利益上来。以河南LS县为例,通过分析我国地方政府行为失范的主要表现,得出政策执行不到位、临管机制有漏洞、错误的政绩观均是导致政府行为失范的致因,可通过强化临督机制,完善政府问责、府间竞争、公众参与机制以及提升服务意识来矫正地方政府行为。

China now is in the transitional period, with the continuous advancement of decentralization, local government behavior is undergoing significant changes. Many anomalous behaviors make it deviate from its publicity and affect the effect of local governance. This is the result of the combination of policy loopholes, regulatory failures, lack of public participation, inadequate accountability mechanisms and official style. In order to regulate the behavior of local government and improve the local government governance mechanism and return local government behavior to the public interest. The article will use case studies to analyze the main manifestations of local government behavior anomie in LS County, Henan Province. It is concluded that policy implementation is not in place, the management mechanism has loopholes, and the wrong view of government performance is the cause of government behavior misconduct. It also proposes to strengthen the supervision mechanism, improve government accountability, inter-governmental competition, public participation mechanism and enhance service awareness to correct local government behavior.
