北京市科技成果限时转化制度研究

Study on the Time-limited Transformation Systems of the Scientific and Technological Achievements in Beijing

科技成果的限时转化也称为强制转化、政府介入权等,是保障公共利益、提高科技成果转移转化效率的重要手段之一。本文分析了北京市科技成果限时转化的必要性和可行性,梳理了北京市在科技成果限时转化方面的探索和存在的问题,研究了国内其他省市地方法规中对于科技成果限时转化的探索和对北京市立法的启示,提出了北京市地方立法中对科技成果限时转化的建议。

The time-limited transformation of scientific and technological achievements is also known as compulsory transformation and government-intervention right. It is one of the important means to protect public interests and promote the transfer and transformation efficiency of scientific and technological achievements. This paper analyzed the necessity and feasibility of time-limited transfer of science and technology achievements in Beijing, and combed the exploration and existing problems in the time-limited transfer of scientific and technological achievements in Beijing. It also studied the exploration of time-limited transformation of scientific and technological achievements in the local laws and regulations of other provinces and cities in China, and proposed some suggestions for the time-limited transformation of scientific and technological achievements in Beijing local legislation.
