国家高新区创新发展的思考与建议——以河南省为例

Thought and Suggestions on the Innovative Development of National High-Tech Zone——A Case Study of Henan Province

当前,国家高新区已经成为各地发展高新技术产业最主要的战略力量,成为引领区域技术创新和转型发展的战略先导。文章以河南省为例,依据统计数据对河南省国家级高新区的现状和发展情况进行了系统分析,并将7家国家高新区与中关村、上海张江、深圳、武汉东湖、成都、西安6家科技部认定试点的世界一流高科技园区进行对比分析,建议今后从加快构建区域创新生态系统、加快构建国际产能输出与转移机制、加快构建全面配套的政策支持体系、加快壮大优势特色产业集群等4个方面进行突破。

At present, national high-tech zones have become the most important strategic force for the development of high-tech industries in various regions, and become the strategic forerunner leading regional technological innovation and transformation development. Based on the statistical data, this paper made a systematic analysis of the present situation and development of Henan National High-tech Zone. This paper compared and analyzed 7 national high-tech zones with 6 world-class high-tech parks identified by the Ministry of Science and Technology, which are Zhongguancun, Shanghai Zhangjiang, Shenzhen, Wuhan East Lake, Chengdu and Xi 'an. In the future, the paper suggests to make breakthroughs from the following four aspects: accelerating the construction of regional innovation ecosystem, accelerating the construction of international production capacity export and transfer mechanism, accelerating the construction of comprehensive supporting policy system, and accelerating the expansion of advantageous characteristic industrial clusters.
