“大众创业、万众创新”是实施创新驱动发展战略、推动经济社会转型的重要战略决策。安徽省合肥市在“双创”过程中开展了一系列的活动,取得了一定的成效,形成了特色模式,对于区域“双创”发展具有较好的示范性。但合肥市的“双创”也存在着政策配套不完善、能力建设有待提升、资源配置效率低、科技人才结构性不足等问题。因此,要通过制定和营造汇聚创新要素的体制机制和政策环境、加强企业创新能力和政府服务能力建设、提高创新创业产业链要素配置效率、构建有效的人才培养和激励机制等,进一步推动合肥市创新创业高质量发展。
