乡村社区教育基础性资源建设的现状、问题与展望——基于西部地区1017个行政村的考察

The Status,Problems and Prospect of the Construction of the Basic Resources of Rural Community Education:Based on the Investigation of 1017 Administrative Villages in Western Areas

乡村社区教育基础性资源是乡村社区教育实施的主要保障,研究从主要场所、主要设施设备、辅助设施设备与信息技术设施设备4个维度对西部乡村社区教育基础性资源的建设情况展开考察,发现基础性资源的总量偏低,城郊村、乡/镇中心村与偏远村的资源配置不均衡与信息技术设施设备严重滞后3个问题。结合西部乡村社区教育的实际,研究认为乡村社区教育发展的首要条件是配置基础性资源,继续推行财政投入主导的乡村社区教育资源建设机制,整合地方性资源并酌情推动资源原功能的转化,构建全覆盖的乡村互联网+社区教育平台。

The basic resources of rural community education are the main guarantee for the implementation of rural community education. The construction of the basic resources of rural community education in the western countryside is examined from the perspective of major places,major facilities and equipment,auxiliary facilities and equipment,facilities and equipment of information technology. It finds that the total amount of basic resources is low;the resources allocation of outskirts villages,central villages and remote villages are unbalanced;and the facilities and equipment of information technology are seriously lagging behind. In light of the reality of the rural community education in western area of China,the study concludes that the first condition for the development of rural community education is to allocate basic community education resources,and continue to implement the mechanism of rural community education resources construction with financial input,integrate local resources,promote the transformation of the original functions of resources according to the circumstance and build a comprehensive coverage of the rural Internet + community education platform.
