成人教育是建设团结、繁荣、包容、可持续发展的学习型欧洲的重要推手。当前,成人教育的发展面临挑战,欧洲对成人教育的作用进行了全新解读,实施多项重要政策,发布各类报告文件,将成人教育作为一项人权和共同利益、作为一项关键战略来应对未来挑战。从欧洲成人教育的发展经验可以看出,成人教育需要在战略框架和政策层面上加强,对成人教育组织和成人学习者进行扎实的公共投资,将所有部门和所有形式的学习以同等重要的地位予以重视。在未来的发展中,欧洲非常重视制定和实施适当的治理和筹资制度,建立合作伙伴关系,重视成人学习参与率与质量评估,确保数字包容与参与,对老年群体和移民进行投资。

Adult education is an important driving force for building a united,prosperous,inclusive and sustainable learning Europe. At present,the development of adult education is facing challenges. Europe has made a new interpretation of the role of adult education,implemented a number of important policies,issued various reports and documents,and regarded adult education as one of the human rights and common interests,and as a key strategy to cope with the future challenges. From the development experience of adult education in Europe,it can be concluded that it is necessary for adult education o be strengthened at the strategic framework and policies,make solid public investment in adult education organizations and adult learners,and attach equal importance to all sectors and forms of learning. In the future development,Europe attaches great importance to the formulation and implementation of appropriate governance and financing systems,the establishment of partnerships,the participation rate and quality assessment of adult learning,ensuring digital inclusion and participation,and investing in older groups and migrants.
