国际化视野下在华境外非政府组织管理新探

A New Probe into the Management of Non-Governmental Organizations Abroad in China from the Perspective of Internationalization

当前公安机关对在华境外非政府组织的管理中,与其他主管部门和主管单位之间的协调明显不足,彼此之间权责不明晰,存在管理漏洞。在全球化的背景下,管理境外非政府组织的方式与手段也应有所改进,与国际社会接轨。为促进管理的协调性,提出构建管理境外非政府组织的行政协调机制,在这一机制中,通过权力义务配置明确每一主体的职责与权限,并在权力和义务均明确的前提下,配以系统化的沟通体制和法律体系,减少管理壁垒与冲突,明确各部门职责及如何进行权利义务的配置,通过部门与职能的整合避免管理的碎片化,实现有效管理的同时,也为在华境外非政府组织的发展创造有利条件。

Under the background of globalization,the way and means of managing non-governmental organizations abroad should also be improved and be in line with the international community.In order to promote the coordination of management,it is proposed to construct an administrative coordination mechanism for the management of non-governmental organizations abroad.In this mechanism,the responsibilities and powers of each subject are clearly defined through the allocation of powers and obligations,and on the premise that powers and obligations are clear,with a systematic communication system and legal system,management barriers and conflicts are reduced.To clarify the responsibilities of various departments and how to allocate rights and obligations,avoid fragmentation of management through the integration of departments and functions,achieve effective management,and create favorable conditions for the development of non-governmental organizations outside China.
