NICE’s Medical Consumables Access Process in UK and Its Enlightenment to China

本文介绍了英国NICE医用耗材准入的现状和流程。卫生技术评估在英国医用耗材准入中发挥着举足轻重的作用。在医耗联动综合改革的政策大背景下,我国目前粗放式的耗材准入模式已无法满足医院精细化管理的需要,引入卫生技术评估的方法十分必要。基于英国实践做法,本文提出建立全国性医用耗材信息数据库、建立医用耗材综合评价体系、建立以国家层面机构牵头的HTA评估网络、在HTA评估过程中考虑医用耗材证据特殊性等政策建议。

This article describes the current status and process of NICE’s medical consumables access in UK, and fi nds that health technology assessment plays a pivotal role in UK medical consumables access. Under the policy background of the comprehensive reform of canceling additional fee of drugs and consumables, China's current extensive access model for consumables has been unable to meet the needs of hospitals' refi ned management, and the introduction of methods for health technology assessment is necessary. Based on the practice in the UK, this article fi nally puts forward some policy suggestions on establishing national medical consumables information database, establishing comprehensive evaluation system of medical consumables, establishing HTA assessment network led by national-level institutions, and considering the particularity of medical consumables evidence in the HTA assessment process.
