政府投资是落实政府职能、推动社会发展的重要手段。保证政府投资规范进行,人大监督必不可少。加强人大对政府投资的监督既得到了央地立法的肯定又有充分的理论依据。目前我国人大在政府投资监督方面取得了显著成绩,但也面临着基本法律制定权、投资决策权、资金来源话语权等的缺位困境。解决上述问题,需要权力机关的积极介入,通过完善政府投资立法,加强预算和决策程序的监督等措施,确保政府投资能够发挥良好的经济和社会效益。

In order to ensure that government investment is carried out in accordance with the law, the supervision of the National People's Congress is indispensable except that the government itself must be administered according to law. Strengthening the supervision of government investment by the People's Congress has not only been affirmed by the central and local legislation, but also has sufficient theoretical basis. However, although the People's Congress of China has made remarkable achievements in government investment supervision, it also faces the lack of basic legal powers, the lack of investment decision-making power, and the lack of the right to speak on sources of funds. To effectively solve the above problems, it is necessary for the authorities to actively intervene to ensure that government investment can exert good economic and social benefits by improving government investment legislation, strengthening budgetary procedures, strengthening decision-making procedures, and strengthening the construction of personnel.
