国际经济新格局下中国提升利用外资质量的战略选择

China’s Strategic Choice in Improving the Efficiency of Foreign Investment under the New Model

改革开放以来,中国利用外资的能力和水平不断提升。利用外资对于弥补资金短缺和牵引中国经济发展起到了重要拉动作用,对于中国经济产业转型与升级起着重要的推动作用。选取2015-2018年全球对外直接投资和中国利用外资的数据,通过横向与纵向比较分析发现,由于西方国家逆全球化浪潮持续上升、美国特朗普政府持续实施贸易保护主义政策及美欧持续强化外资安全审查等因素的影响,西方国家外国直接投资大幅下降。而中国在借鉴外商投资资本、先进技术和管理经验的基础上高速发展,实现了从中国组装、中国制造到中国研发、中国服务的巨大飞跃。全球新一轮科技革命和产业变革日益兴起,经济全球化正遭遇波折,世界经济总体上处于低速增长状态,这必将重塑国际产业格局。但我们只要坚持优化营商环境,不断完善知识产权保护制度,通过制度型开放体系的完善,有效应对经济风险,必将提升中国利用外资的数量和质量,有力助推中国经济高质量发展。

Since reform and opening up,the capability and level of China in absorbing foreign investment has been kept improving. Foreign investment plays an important role in making up the shortage of capital and pulling China’s economic development;and it also plays the important role in promoting China’s economic and industrial transformation and upgrading. Choosing the data of global FDI and China’s making use of foreign investment from 2015 to 2018,it is found that FDI of western countries has been reduced greatly. While China has been rapidly developed based on learning the experience of FDI,advanced technology,and management. The new turn of science and technology revolution and industrial change is rising;economic globalization is facing difficulties,and world economy is growing slowing;and this will rebuild the international industrial pattern. We should adhere to optimizing business environment,improving the protection mechanism of intellectual property,and effectively cope with economic risk;only with the help of this,will we improve the quality and quantity of China’s foreign investment,and promote the high quality development of China’s economy.
