摘要
生态补偿制度是生态文明建设的重要制度保障,但在生态补偿实践中还存在生态补偿法律基础薄弱、自然资源产权制度不明晰、生态补偿方式单一、补偿标准偏低及不规范等问题,应通过强化生态补偿政策供给、推动自然资源产权结构化、建立生态资源报告统计机制、推动生态补偿多元化进程、建立和完善生态补偿标准动态调整机制、强化统筹协调力度等针对性措施予以完善,并建立长效机制。
The ecological compensation system is an important institutional guarantee for the construction of ecological civilization.However,China still has some problems in the practice of ecological compensation such as weak legal basis of ecological compensation,the unclear natural property rights system,the single mode of ecological compensation,and the low standard of compensation.It is necessary to strengthen the legal supply of ecological compensation,promote the structuralization of natural resources property rights,establish a statistical mechanism for reporting ecological resources, promote the diversification process of ecological compensation,establish and improve the dynamic adjustment mechanism of ecological compensation labels,strengthen the coordination and coordination of the ecological compensation system and other policies.
