摘要
铁路技术规章需要根据技术设备发展与运输生产组织改革要求进行动态优化,需要不断加强铁路技术规章在长期发展过程中形成的变迁机制与路径研究。通过阐述铁路技术规章变迁功能及属性,从需求与供给2个方面提出影响铁路技术规章变迁的主要因素。从变迁需求、变迁供给和变迁效用3个方面,研究铁路技术规章变迁机制。在此基础上,探讨变迁类型、变迁路径依赖与设计、变迁趋势与重点方向等铁路技术规章变迁路径,为铁路运输安全持续稳定提供基础技术制度支撑。
Railway technical regulations need to be dynamically optimized according to the requirements of technical equipment development and the reform of transportation production organization.It also needs to continuously strengthen the research of change mechanism and path formed in the long-term development of railway technical regulations.By elaborating the functions and attributes of railway technical regulations change,this paper puts forward the main factors influencing railway technical regulations change from two aspects of demand and supply,studies the change mechanism of railway technical regulations from three aspects:changing demand,changing supply and changing utility.On this basis,this paper explores the change types,change path dependence and design,change trends and key directions in railway technical regulations,and provides basic technical and institutional support for the sustainable stability of railway transport safety.
