乡村治理体系和治理能力现代化是国家治理体系的重要组成部分,制度与乡村政治的对接拓展了基层治理研究的学术空间。乡村治理体系分为正式制度和非正式制度两大组成部分,正式制度是相对稳定的行为规范,而非正式制度是正式制度得以形成的基础,是农民生活策略和理性选择的结果。非正式制度和正式制度既具有内在的契合性和一致性,又具有内在矛盾性和背离性,二者相互支撑和补充。善治是乡村治理体系现代化的实践基础,是正式制度与非正式制度的有机结合的结果。因此,建构制度与乡规民约的善治体系,必须处理好正式制度与非制度的关系,遵循现代法则与乡土社会的治理逻辑,进而建构迈向善治的良政社会。

The modernization of rural governance system and governance capacity is an important part of the national governance system,and the docking of system and rural politics expands the academic space of grassroots governance research.Rural governance system is divided into formal system and informal system,which are relatively stable norms of conduct.Informal system is the basis for the formation of formal system and the result of farmers'living strategies and rational choices.Informal system and formal system not only have inherent consistency and consistency,but also have inherent contradiction and deviation.They support and complement each other.Good governance is the practical basis of the modernization of rural governance system and the result of the organic combination of formal and informal systems.Therefore,in order to construct a good governance system between system and local rules and regulations,we must deal with the relationship between formal system and non-system,follow the modern law and the governance logic of local society,and then construct a good governance society towards good governance.
