民主和集中既相互区别又相互联系,中共对两者的认识和理解,有着自己独到的视角:民主的阶段和集中的时机有机统一起来,而不是割裂二者的关系。中国的民主集中制与西方选举民主及议会民主的最大不同在于它的决策执行力方面,是一种兼顾过程民主和结果集中的民主集中制。中国的民主集中制结合自身实际也借鉴前苏联等社会主义国家的成功做法,具有鲜明的中国特色,具体体现在人民代表大会、政治协商会议、党的代表大会等方面。

Democracy and centralism are not only different from each other,but also related to each other.The CPC has its own unique understanding and implementation of them:the stage of democracy and the timing of centralization should be organically unified rather than separated.The biggest difference between China’s democratic centralism and western electoral democracy and parliamentary democracy lies in its decision-making and executive power,which is a process democracy and result concentration.China’s democratic centralism refers to the successful practices of the former Soviet union and other socialist countries.It conforms to its own reality and has distinctive Chinese characteristics,which are embodied in the practice of people’s congresses,political consultative conferences and party congresses.
