Thoughts and Research Framework on the Linkage between Rural Revitalization and New-type Urbanization

实施乡村振兴战略,是党中央在中国特色社会主义新时代历史进程中,对我国城乡关系做出的重大部署。从乡村振兴战略实施出发,针对目前研究和实践中存在的不足、面临的问题,认为乡村振兴不能离开新型城镇化,乡村振兴要与新型城镇化联动,从而实现城乡融合发展。首先从区域协调发展的视角,提出“统筹推进乡村振兴和新型城镇化协调发展”的总体思路,然后着重以促进城乡融合发展为核心,给出乡村振兴与新型城镇化联动的研究框架:探讨乡村振兴战略与新型城镇化战略两者之间的关系,分析乡村振兴与新型城镇化两大战略的耦合机理,研究乡村振兴战略与新型城镇化战略的协同推进策略,从而建立健全城乡融合发展的体制机制与政策体系。

The implementation of the rural revitalization strategy is a major deployment made by the CPC central committee for China's urban and rural relations in the historical process of the new era of socialism with Chinese characteristics. Starting from the implementation of the rural revitalization strategy, and aiming at the deficiencies and problems existing in the current research and practice, the articles argues that the rural revitalization cannot leave the new-type urbanization, and the rural revitalization should be linked with the new-type urbanization, so as to realize the integrated development of urban and rural areas. First of all, from the angle of regional harmonious development, the article puts forward the general framework about "promoting rural revitalization and new-type urbanization coordinated development", and then focus on promoting urban and rural integrated development, gives the research framework about the linkage of rural revitalization and new-type urbanization: to explore the relationship between rural revitalization strategy and new-type urbanization strategy, to analyze the coupling mechanism of rural revitalization strategy and the new-type urbanization strategy, to research the collaborative promotion strategy of rural revitalization strategy and new-type urbanization strategy, so as to establish a sound systemmechanism and policy system of urban and rural integration development.
