标准化项目预算定额初探——以交通运输标准制修订类项目为例

Preliminary Study on the Budget Quota of Standardization Project——Taking the Transportation Standard Development/Revision Project as an Example

经费保障是标准化工作发展的基础。对经费进行合理分配,是提高经费使用效能的重要手段,也是促进交通运输标准化事业可持续发展的重要前提。本文以交通运输标准制修订项目为例,研究提出了交通运输标准化项目预算总额的计算方法,即:在综合分析项目管理要求和经费支出特点的基础上,研究分析预算科目单价、项目业务流程及业务消耗量等,得出完成该类项目基本工作所需的预算总额基数;同时,细化项目分类、确定调整系数,最终计算得到不同类型项目的预算总额。研究可为标准化主管部门和预算主管部门进行项目立项、审核及确定项目预算提供依据和参考,有助于科学合理分配标准化财政经费,加强经费预算管理。

Funding guarantees are the basis for the development of standardization work. The rational allocation of funds can improve the efficiency of the funds and promote the sustainable development of the transportation standardization. Taking the transportation standard development/revision project as an example, this paper puts forward the calculation method of the total budget of transportation standardization project. Based on the comprehensive analysis of project management requirements and expenditure characteristics, research and analysis of budget unit price, project process and business consumption, etc., this paper obtains the total budget base;at the same time, it refines the project classification, determines the adjustment coefficient, and finally calculates the total budget of different types of projects. The research can provide reference for project establishment and budget evaluation for authorities.
