国科技创新已取得巨大成就,但同发达国家先进水平相比,仍有很大差距。提升科技创新水平,实现科技强国梦,就必须将科技创新摆在国家发展全局的核心位置。高度重视基础科学研究与创新;调整与完善国家科技体制机制与政策,营造科学、民主、自由、开放的学术环境;整顿学风,根治学术腐败;革新学术评价体制机制,完善评价标准。建设一支宏大的不畏艰险、献身科学、追求卓越、勇攀高峰的科技队伍,为科技创新提供有力的人才支撑。

China's scientific and technological innovation has made great achievements, but compared with the advanced level of developed countries, there is still a big gap. The improvement of scientific and technologi-cal innovation and the realization of a powerful country require the focus on basic scientific research and innova-tion, the supply of a scientific, democratic, free and open academic environment,the eradication of academic corruption and a fine academic evaluation system.
