Theory and Architecture Design of Statistical Blockchain

区块链的出现为新时代统计转型发展带来了新的思路。文章重点讨论统计区块链的理论与架构。指出统计区块链使得统计从中心式、信息主导向分布式、价值主导转变,推动统计四大功能(信息、咨询、监督、决策)转型升级,统计将进入大众统计时代、智能化时代,未来将形成一个基于共识共建共享、互联互通互动的新统计体系。对比国家统计体系的中心平台架构与基于区块链的分布式平台架构的差异,认为在统计区块链的作用下,国家统计体系将向“四化”(扁平化、实时化、一体化和直接价值化)方向发展。

The emergence of blockchain brings new ideas for the statistical transformation development in the new era. This paper emphatically discusses the theory and architecture of Statistical Blockchain (SBC). In the paper it is pointed out that the SBC makes the transformation of statistics from central and information-oriented to distributed and value-oriented, and promotes the transformation and upgrading of the four statistical functions - information, consultation, supervision and decision-making;statistics will enter the era of mass statistics and intelligent statistics;in the future, a new statistical system based on consensus building, sharing and connectivity will be formed. Comparing the differences between the central platform architecture of the national statistical system and the distributed platform architecture based on blockchain, the paper believes that under the function of statistical blockchain, the national statistical system will develop in the "four directions", i.e. flattening, real-time, integration and direct value.
