Experience Review and Future Prospect of China’s State-Owned Assets Supervision System Reform

我国国有资产监管体制经历了从管企业到管资产再到管资本的转变,改革过程中包含对政企分开、政资分开和资企分开的不断探索,取得了显著成效。但当前的国有资产监管体制仍存在政府和市场关系有待进一步明确、缺乏科学有效综合统一的国有资本监管体制、国有资本授权经营体制不完善等亟待解决的难题。新时代全面深化国有资产监管体制改革,应以管资本为主推动改革,完善市场机制在资源配置中的决定性作用,重点完善国有资本授权经营体制。

China's state-owned assets supervision system has undergone the transformation from managing enterprises to managing assets to managing capital. The reform process includes the continuous exploration of separating government from enterprises,government from capital and enterprises,and has achieved remarkable results. However,there are still some problems to be solved in the current supervision system of state-owned assets,such as the relationship between the government and the market,the lack of a scientific,effective and unified supervision system of state-owned capital,and the imperfection of the authorized management system of state-owned capital. To deepen the reform of state-owned assets supervision system in the new era,we should take capital management as the main driving force,improve the decisive role of market mechanism in the allocation of resources,strengthen the top-level design of the reform of state-owned assets supervision system,and focus on promoting the reform of authorized management system of state-owned capital.
