国外养老服务管理体制对比及启示——以典型福利国家为例

Comparison and Its Inspirations of the Care Management System for the Elderly in Foreign Countries——Taking Typical Welfare Countries as Examples

我国老龄化问题的加剧使得养老服务管理体制不完善的问题凸显。根据福利国家类型的划分,本文以瑞典、英国、美国、日本、法国为例,梳理五国养老服务管理机构的设置及其相应权限的划分,分析各国养老服务管理体制在法律依据、养老服务责任主体和养老服务整合度方面的异同点,进而结合我国养老服务管理体制现状,从完善法律依据、明确职责定位和加快养老服务纵向整合等方面提出完善我国养老服务管理体制的建议。

The aggravation of the aging problem intensifies the imperfect care management system for the elderly in China. According to the types of the welfare state,taking Swedish,England,America,Japan,France as example,this paper clarifies the status quo of elderly care management system and explores the similarities and differences of the legal system,the main responsibilities for the elderly care and the integration of the elderly care in various countries based on the management organization for the elderly care and its authority division. Then combines with the current situation of the care management system for the elderly in China,this paper puts forward some suggestions such as improving the legislative authority which related to the care management system for the elderly,defining the responsibilities of government departments at different levels, accelerating the pace of vertical integration of elderly care.
