欠发达地区人才队伍建设的现状与思考——以粤东西北地区为例

Current Situation and Consideration of Talent Team Construction in Less-developed Regions: A Case Study of the Eastern, Western and Northern Regions of Guangdong Province

为加快推进粤东西北地区人才发展,把粤东西北培育成新增长极,近年来广东省实施了一系列引导人才向粤东西北地区流动的政策和措施,人才队伍建设取得了一定成效,但与珠三角地区相比,仍有较大差距,人才政策的完善性、针对性、有效性、吸引力等方面尚显不足。通过总结梳理粤东西北地区人才政策及实施成效,分析存在问题,借鉴国内外人才赶超的经验,从完善政策、创新机制、搭建平台、改进管理、优化服务等方面为粤东西北地区突破人才发展"软瓶颈"提出对策建议。

In order to speed up the development of talents in the Eastern, Western and Northern regions of Guangdong and cultivate them into new growth poles, Guangdong province has implemented a series of policies and measures to guide the flow of talents to the Eastern, Western and Northern regions of Guangdong in recent years. The construction of talent team has achieved some results, but there is still a big gap compared with the Pearl River Delta region,the perfection, pertinence, effectiveness and attractiveness of talent policy are still insufficient. By summarizing and sorting out the talent policy and its implementation effect, analyzing the existing problems, drawing lessons from the experience of talent catching-up at home and abroad, this paper puts forward countermeasures and suggestions for breaking through the "soft bottleneck" of talent development in Eastern, Western and Northern Guangdong from the aspects of improving policies, innovating mechanisms, building platforms, improving management and optimizing services.
