摘要
In January 2018,the Chinese Government published a white paper entitled“Arctic Policy of China,”clearly stating that is necessary to build an Ice Silk Road with all parties,to develop opportunities for cooperation and promote connectivity and sustainable economic and social development in the Arctic region.
