从长宁地震反思韧性城乡建设 被引量:15

Profound consideration on Resilient Urban and Rural Construction from the Changning Earthquake

摘要 通过对2019年6月17日四川长宁地震的初步调查,得到结果:学校建筑,特别是中小学教学楼的地震风险最高。我国十年前实施的“校安工程”并未完全解决教学楼结构上存在的“偏”的问题。未经正规设计的农村建筑因存在“散”的问题风险也很高。高层建筑经历了峰值加速度为0.6g的强地面运动而保持主体结构基本完好,说明高层建筑本身具有较高的抗震安全储备,但其填充墙破坏造成的经济损失相当可观。长宁地震启示我们,防震减灾工作必须立足震害实际,突破既有方法的局限,才能逐步防范和化解地震风险。 Disaster of Changning M 6.0 earthquake on Jun.17 revealed that teaching buildings in primary and high school are still in high risk of earthquake damage.The“school security project”implemented ten years ago in China has not eliminate structural eccentricity of teaching buildings caused by partially placed half-height infilled walls.Most rural houses without earthquake resistant design are also in high risk because of the problem of faultiness building structure.High-rise buildings have experienced strong ground motion with peak acceleration of 0.6g and maintained the main structure without severe damage,which shows that high-rise buildings have high seismic safety reserves,but the large proportion damage of infilled walls caused great economy loss.The Changning earthquake inspired us that the work of earthquake prevention and disaster reduction must be based on the reality of earthquake damage and break the limitations of existing methods so as to gradually prevent and resolve earthquake risks.
