乡村振兴战略背景下河南省农村产业融合的问题与对策

The Problems and Countermeasures of Rural-Industrial Integration in Henan Province under the Context of the Rural Revitalization Strategy

河南正处于全面建设小康社会的关键时期,在乡村振兴战略背景下,加强农村产业融合刻不容缓。近两年,河南省农村产业融合取得了不错的成绩,第一产业内部的融合发展迅速、产业链拓展延伸,一、二、三产业之间的融合也有提升。但在产业融合发展过程中,存在诸如农村产业融合水平较低、农产品加工业升级转型停滞不前、产业融合资金到位困难、土地流转进程缓慢等问题,阻碍农村产业融合发展。对此,必须深化农村改革、培育新的经营主体、完善财政金融制度、树立环保意识、加强对建设用地的支持,以推动农村产业融合的深入发展。

Henan province now finds itself at a critical stage in the comprehensive construction a moderately prosperous society,and also the period in which the implementation strengthening of the rural-industrial integration,in light of the rural revitalization strategy,demands immediate attention.Great achievements have been made in terms of the rural industrial integration in Henan province over the recent two years;the internal integration of the primary industry has been advancing rapidly,the industrial chains have been expanding and extending,and the integration among the primary,secondary,and tertiary industries has also seen significant improvement.However,there are problems hampering the development of the rural-industrial integration amid the industrial integration and development process.These problems include the relatively low level of rural industrial integration,the stagnating transformation and upgrading of the agricultural products processing industry,the difficulty in the appropriation of funds,and the slow process of land transfer.Therefore,to promote the deepening of rural industrial integration,this paper suggested to deepen the rural reform,cultivate new business entities,perfect the current fiscal and financial systems,boost environmental awareness,and provide greater support in terms of usable construction lands.
