图书馆外交的美国经验和中国展望

Library Diplomacy: American Experience and Chinese Outlook

步入新时代,图书馆承载新使命。我国图书馆外交是中国特色大国外交中软实力建设的重要环节。文章通过考察发现国内外图书馆外交的研究文献涵盖图书馆的外交使命、路径、策略三个方面,建立了基于图书馆外交使命—路径—策略的理论解释框架,以此为分析工具借鉴图书馆外交的美国经验,为我国图书馆在中国特色大国外交中的角色定位与建设路径提出建议:立足国内,做中国故事的收集者,推进中华优秀传统文化创造性转化创新性发展;放眼全球,做中国声音的传播者,践行“人类命运共同体”理念;面向未来,做公共文化产品的供给者,落实“一带一路”倡议。

China’s library carries a new mission into the new era. Library diplomacy is an important link in the construction of soft power in the diplomacy of major country with Chinese characteristics. Through the investigation, the author finds that the research literature of library diplomacy at home and abroad covers the three aspects of the diplomatic mission, path and strategy of the library, and establishes a theoretical interpretation framework based on the library diplomatic mission-path-strategy. Learning from the American experience of the library diplomacy , we can know the role and the construction path of Chinese libraries in the diplomacy of major country with Chinese Characteristics : based on the domestic, as a collector of Chinese stories, promotes the creative development of Chinese culture;looking into the world, makes the spread of Chinese voice those who practice the “community of the people’s destiny”;facing the future, be the supplier of public cultural products, implements the “One Belt, One Road” initiative.
