新时代经济发展新旧动能转换评价——以青岛市为例 被引量:13

摘要 根据新时代经济发展动能转换内涵、特征及目标,从科技创新、效率提升、经济结构、拓展空间4个方面构建动能转换评价体系,运用层次分析法进行权重测算,以青岛市为例进行新旧动能转换评价。结果表明:创新性和效率性对动能转换的推动力较大,经济结构的转型升级和发展空间的拓展的推动力次之;创新投入、高技术人才、金融支持、新经济水平、信息化程度等具体因素对动能转换影响较大。青岛市科技创新引领带动能力相对薄弱,经济结构转型升级也面临诸多挑战,动能转换整体上正处于加速发展阶段,必须推动技术变革以激发创新活力,优化产业结构以打造经济新增长点,深化改革以提升经济运行效率,拓展发展空间以挖掘动能转换潜力。 According to the connotation, characteristics and objectives of the energy conversion in the New Era, an evaluation system was constructed from four aspects: scientific innovation, efficiency improvement, economic structure and expanding space. It attempted to use the analytic hierarchy process and finds that innovation and efficiency are two important aspects of energy conversion. The driving force is followed by economic structure and expanding space. The specific factors such as innovation investment, high-tech talents, financial support, new economic level and information degree have a greater impact on the energy conversion. Taking Qingdao as an example, the empirical analysis shows that the leading ability of innovation is relatively weak, and economic structure is facing many challenges. On the whole, the energy conversion is in the stage of accelerated development. It is necessary to promote technological change to stimulate innovation vitality, optimize industrial structure to create new economic growth, deepen reform to enhance the efficiency, and expand the development space to exploit potentials.
