高标准农田建设对县域农村经济拉动效应的对比研究——以浙江省江山市与辽宁省盘山县为例

Pulling Effects of High-Standard Farmland Construction on County Territory Rural Economy: A Case Study of Jiangshan City in Zhejiang Province and Panshan County in Liaoning Province

从县域角度出发,采用投入产出模型,利用土地整治和社会经济数据,测算高标准农田建设对县域农村经济的投资拉动系数,探索非纯农县域与纯农县域间高标准农田建设对农村经济拉动效应的差异。结果表明:①高标准农田建设可带动农村产业发展,增加农民收入与消费,从而对县域农村经济产生显著拉动作用;②高标准农田建设对非纯农县域江山市、纯农县域盘山县农村经济的拉动总额分别为153938.60万,63830.29万元,投资拉动系数分别为2.84,1.81;③两地均表现为一次拉动作用最大、间接拉动作用次之、二次拉动作用最小,但拉动效应的大小与模式存在差异;④高标准农田建设对非纯农县域与纯农县域拉动效应的差异源于区域经济与产业发展状况、消费结构、县域间原有自然条件、高标准农田建成前后农业生产与经营方式的改善程度等的差别。

From the perspective of county, the input-output model was applied to measure the investment pulling coefficient of high-standard farmland construction on county territory rural economy and explore the differences of pulling effects between non-pure and pure agricultural counties by using land remediation and socio-economic data. The results show that high-standard farmland construction can drive rural industry development, increase farmers' income and consumption, thus significantly pulls county territory rural economy growth. The investment pulling amount in Jiangshan and Panshan were 1.54×10~9 yuan and 6.38×10~8 yuan respectively, and the investment pulling coefficient were 2.84 and 1.81 respectively. The pulling effects of the two counties show the same law: the first pulling effect was greater than the indirect pull effect, which was greater than the second pulling effect. But the size and pattern of the pulling effects were different. The differences between the pulling effects were mainly from discrepancies in the development of the regional economy, the consumption structure, the original natural conditions of project areas, the improvement of the agricultural production and management mode before and after the establishment of high-standard farmland.
