摘要
构建科技创新能力和新型城镇化发展水平评价指标体系,运用主成分方法进行纵向、横向综合评价;根据科技创新与新型城镇化互动关系建立协调评价模型,计算扬州县域两系统协调度.结果表明:扬州6区县2012—2017年两系统总体发展趋势持续增强;横向来看,主城区广陵、邗江、江都的两系统综合实力均位列前茅,仪征次之,高邮、宝应排名较后;从整体态势来看,6区县2012—2017年两系统基本处于协调发展的层次水平之上;从协调度数值变化来看,除高邮稳步提升,其余5区县都有明显波动;从空间格局来看,宝应、广陵两系统协调度较好,仪征最低.针对上述结果,从加大创新经费和人员投入、激发产业机构升级、推动新型城镇化建设等方面提出促进科技创新与新型城镇化协调发展的对策和措施.
The evaluation index systems of technological innovation ability and new urbanization development level are constructed, and the principal components are used for the longitudinal and vertical comprehensive evaluation. According to the interaction between technological innovation and new urbanization, a coordination evaluation model is established to calculate the coordination degree of the two systems in Yangzhou counties. The results show that the overall development trend of the two systems in Yangzhou counties from 2012 to 2017 is continuous enhancement. Horizontally, the comprehensive strength of the two systems in the main urban area ranks first, followed by Yizheng, Gaoyou and Baoying. From the overall situation, the two systems of six districts and counties from 2012 to 2017 are basically above the level of coordinated development. Viewed from the numerical variation of coordination degree, the remaining five districts and counties have obvious fluctuations, except Gaoyou, which has steadily improved. From the perspective of spatial pattern, the two systems of Baoying and Guangling have been well coordinated, and Yizheng is the lowest one. In view of the above results, the countermeasures and measures to promote the coordinated development of technological innovation and new urbanization are put forward from the aspects of increasing investment in innovation funds and personnel, stimulating the upgrading of industrial institutions, and promoting the construction of new urbanization.
