乡村振兴战略中宁夏休闲农业发展对策研究

Study on the countermeasure of leisure agricultural development in Ningxia in the strategy of rural revitalization

国家乡村振兴战略规划提出要培育新产业新业态,实施休闲农业和乡村旅游精品工程。本文分析了宁夏休闲农业现状与问题在此基础上提出:制定发展规划,构建空间布局,并构建出“一圈三带多点”的空间发展格局;出台政策措施,设立专项经费、确权颁证、税收优惠、完善财政信贷扶持力度;完善基础设施,强化服务体系等政策建议。

In the strategic plan of national rural revitalization, it is proposed to cultivate new industries and implement the fine project of leisure agriculture and rural tourism. Based on the analysis of the current situation and problems of Ningxia leisure agriculture, this paper puts forward: First, we should formulate the development plan, construct the spatial layout, and construct the spatial development pattern of "one circle, three bands and many points". Second, we should introduce policy measures to set up special funds, certification of the right to ensure, tax incentives, and improve financial and credit support. Third, we should improve the infrastructure and strengthen the service system. In order to promote Ningxia to develop a new economy, cultivate new momentum, expand urban and rural consumption, increase farmers' income, adjust industrial structure, promote the revitalization of the countryside, achieve agricultural tourism upgrade, the integration of the first, second and third industries and the development of a new situation.
