我国农业补贴政策实施现状及问题研究——基于邳州市调查

Current situation and problems of agricultural subsidy in China——Based on the PiZhou survey

我国小规模农业缺乏竞争优势,农业补贴对稳定粮食生产、农民增收、改善生态、甚至消除贫困具有重要作用。本文通过对邳州市的农业补贴现状进行调查,发现我国农业补贴金额逐年增加;“绿箱”政策种类繁多,“黄箱”补贴力度逐年减弱;补贴政策的激励作用更加精准;但同时也存在着补贴的力度不够,补贴结构有待优化等问题。文章基于实地调研结果,对完善我国农业补贴提出一些建议。

China's small-scale agriculture lacks competitive advantage, and agricultural subsidies play an important role in stabilizing food production, increasing farmers' income, improving ecology, and even eradicating poverty. Through the investigation of the status of agricultural subsidies in PiZhou in XuZhou City, finding that the amount of agricultural subsidies in China has increased year by year;the “green box” measures are various, and the Amber Box measures are weakening;the incentive effect of subsidy policies is more precise;But at the same time, there are still insufficient subsidies, and the subsidy structure needs to be optimized. The article combines domestic and foreign research results on agricultural subsidies, and proposes some countermeasures and suggestions for improving China's agricultural subsidies.
