县级城市社区治理体系和治理能力建设刍议

社区治理体系和治理能力的建设,对实现社区的有效治理至关重要,它关系到居民获得感与幸福感的提高,关系到国家共建共治共享的社会治理格局的形成,关系到国家治理体系和治理能力现代化的实现。当前,各社区在治理过程中普遍呈现出了发展不平衡不充分、社区服务无法满足群众日益增长的美好生活需要的特点,这也是当前我国社会主要矛盾的体现。因县级城市社区建设相对滞后于大中城市,本课题重点研究县级城市的社区治理体系和治理能力建设问题,通过分析县级城市社区发展中存在的问题,提出加强县级城市社区治理体系和治理能力建设的几点建议,希望为社区发展提供参考依据,进而为提高人民群众获得感、幸福感贡献自己的微薄之力。

Community administration system and administration capability construction plays a vital role in effective community administration.It concerns the sense of gain and happiness of citizens,matters to the formation of a co-governance and sharing pattern in society.And it is crucial to the modernization of administration system and administration capability of our country.At present,community service cannot fulfill people's unceasing pursuit of a happy life with its uneven and insufficient development,that is one reflection of the principal contradiction in our country.Community construction in county-level cities are comparatively less developed than large and medium-sized cities.And this paper mainly studies the problems of community administration system and administration capability construction in county-level cities and puts forward suggestions accordingly in the hope of providing reference for community development and improving sense of gain and happiness of our people.
