摘要 公务员聘任制的试点和实施是我国公务员制度改革的重要成果,有助于扩大公务员的选才范围,畅通人才流动渠道,完善公务员选用制度。但在聘任岗位资格条件设置、聘任制公务员薪资标准和聘期期满后的去向等方面,公务员聘任制还存在需要改进之处。在地方试点中,聘任制的实施范围不尽一致,且进出机制不完善,导致聘任职位的管理趋同于委任职位。深化公务员聘任制改革,应强化制度的顶层设计,完善聘任制实施细则,允许多种选人方法并存,建立卓有成效的选人用人制度体系和聘任制公务员的薪酬待遇体系。 The pilot and implementation of the appointment system for civil servants is an important achievement of the reform of the civil service system in our country. It is helpful to expand the selection scope of civil servants, unblock the channels of talent flow, and perfect the selection system for civil servants. However, there is still room for improvement in the appointment system of civil servants in terms of setting the qualification conditions for appointment positions, the salaiy standard for civil servants in the appointment system and the destination after the expiration of the appointment period. In the local pilot, the implementation scope of the appointment system is not consistent, and the entry and exit mechanism is not perfect, resulting in the management of the appointment positions converging to the appointment positions. In order to deepen the reform of the appointment system for civil servants, we should strengthen the top-level design of the system, perfect the detailed rules for the implementation of the appointment system, allow a variety of selection methods to coexist, and establish an effective selection and employment system and a salary and treatment system for civil servants under the appointment system.
