摘要
事业单位市场化用工是事业单位转型改革时期的一种重要用人方式。对某部委所属信息中心市场化用工管理现状和市场化用工人员离职原因、去向等的分析表明,当前信息类事业单位市场化用工中存在许多共性问题。如薪酬的内部公平与外部公平问题、个人发展的天花板效应、技术跟进不及时导致的人员成长缓慢,以及缺乏有效的退出机制等。规范事业单位市场化用工,应建立统一的岗位管理体系和薪酬体系,保持市场化用工的政策稳定性,为用工提供充足的预算和经费保障,形成有效的考核评价机制、激励机制和退出机制。
Marketization employment in public institutions is an important employment method during the transformation and reform of public institutions. An analysis of the current situation of marketoriented employment management in an information center affiliated to a ministry and the reasons and whereabouts of market-oriented employees shows that there are many common problems in current market-oriented employment in information institutions, such as the internal and external fairness of salary flie ceiling effect of personal development, the slow growth of personnel caused by untimely technical follow-up, and the lack of an effective exit mechanism. To standardize market-oriented employment in public institutions, a unified post management system and salary system should be established to maintain the policy stability of market-oriented employment, to provide sufficient budget and funding support for employment, and to form an effective assessment and evaluation mechanism, incentive mechanism and exit mechanism.
